Hello Team Chat Neighbors and Friends!
Your participation is needed, especially in-person! The City Council meets tomorrow Tuesday 9/9/2025 at 5:30pm. There are two items on the study session that affect our community:
● Review the draft Anti-displacement Plan Strategies, and
● Operating Hours at Swimming Pools.
Study Session usually include:
● detailed background information,
● what and how policies are involved,
● impact on city resources (money and staff time),
● an analysis, and
● one or more recommendations.
What is a Study Session? The staff will make a presentation, council members may ask questions to help them better understand the information. The Study Session is formally opened to the public. The public may make comments on any part of the item, make new recommendations, and/or anything else that is about the item. Public Comment will be formally closed.
The council will then ask questions about the report and make statements about what they support, disagree with, and will support. The mayor usually will summarize the council members’ comments and give recommendations to the city manager and staff on how to proceed. The staff will update the document and present at another meeting for a formal vote from the council.
What do we need to do? We need to show up! Join the Belle Haven Empowered team in person, or via Zoom, or Phone. If possible, send an email to the entire City Council (and senior staff) before 4:00pm

When the Belle Haven neighborhood and Haven Avenue folks turn-out in-person, on Zoom, or by phone, we are showing the council and city staff we are paying attention.
Here is Belle Haven Empowered’s brief summary.
● Belle Haven Pool - City staff will discuss operating hours, programs, etc at Belle Haven Pool. This could affect access for kids, families, seniors, and swim programs in our community.
● Anti-Displacement Plan - This is a long overdue program and moving forward due to the work done on the Environment Justice Element by our community and the city staff; we need to pay attention to the renter’s assistance program, legal assistance and emergency assistance; establishing a tenant anti-harassment program, and tenant and landlord support. The city has worked hard to get to this point. We want to make sure all our concerns are addressed.
